Proof of ID Requirements
State law requires all applicants for a driver license or identification card to present specific documented proof of legal presence in the United States.
Procedures for US citizens will affect first-time applicants, new residents, and anyone currently holding an Oklahoma driver license who is applying for an upgrade of license class, such as upgrading to a commercial driver license. This will not affect Oklahoma residents who are renewing, unless they allow their license to expire. If the license is expired, the applicant must appear before a Driver Examiner to establish proof of legal presence in the United States.
The license or ID card of a noncitizen will be clearly labeled with the word "Temporary" and will be issued for the period of time of the person is authorized to be in the United States or for four years, whichever is shorter.
If a noncitizen applicant does not provide one of the documents required, a license or an ID card will not be issued, renewed, or replaced.
For both citizens and noncitizens, the name on the driver license or identification card must be same as the name on the document presented, unless the applicant also presents a court order of name change.
Expired driver license?
To renew an expired driver license, go to any Driver License Exam Station or to
one of these tag agents certified
to accept state issued certified birth certificates ONLY. Tag agents cannot accept any other documents,
including passports or immigration documents.
Procedures
Every applicant must furnish both primary and secondary documentary proofs of identity (see following pages), proof of full legal name and birth date, and proof of legal presence in the United States when applying for an Oklahoma driver license or identification card.
Any document furnished must be either a certified or original copy and must be issued by the proper authority. Notarized documents will not be accepted.
Any document that has been or appears to have been duplicated, traced over, mutilated, defaced, tampered with, or altered in any manner or that can not be read by the Driver License Examiner will not be accepted or used for identification purposes.
All identification documents must be approved by the Examiner before acceptance. The Examiner may, at his or her discretion, request additional identification documentation of the applicant.

to accept state issued certified birth certificates ONLY. Tag agents cannot accept any other documents,
including passports or immigration documents.
Primary proof of identification for a United States citizen
For original issuance of a driver license or identification card, or for renewal after expiration, one of the following must be presented:
- A certified birth certificate, as issued by the appropriate state agency from the state of birth.
The birth certificate shall include the person's name, date of birth, and sex, shall be signed and sealed,
and shall include the certificate number. The following documents are NOT acceptable:
a hospital birth certificate or record
a birth registration
an abstract of birth
- A United States passport
- For a United States citizen who is born in another country, a certification issued by the United States Department of State or a state birth certificate issued for a birth outside of that state
- For a naturalized citizen of the United States, a Certificate of Naturalization issued by the United States Citizenship and Immigration Service. The name on the document must be the same as the name used by the applicant on the driver license or identification card,
- An Oklahoma driver license originally issued by Department of Public Safety on or after November 1, 2007
- A State of Oklahoma identification card originally issued by the Department of Public Safety on or after November 1, 2007
For renewal or replacement of an unexpired driver license or identification card, one of the following must be presented:
- Finger image comparison, if a Department-generated finger image algorithm is already on file with the Department
- Any primary proof of identification listed above
Expired driver license?

Primary proof of identification for a foreign national or legal permanent resident alien
For original, renewal or replacement of a driver license or identification card, one of the following must be present:

A passport issued by a country other than the United States and I-94 card, when applicable.
The name on the passport shall be the same as the name used by the applicant on the driver
license or identification card. An I-94 card, which shall be accompanied by the applicant' s
passport when applicable, shall not be considered a separate identification document. The
following passport classifications shall NOT be accepted for the purpose of issuing a driver
license or identification card:
B-1, temporary visitor for business
B-2, temporary visitor for pleasure
C-1, alien in continuous transit through the United States
C-2, alien and family in transit to the United Nations
C-3, foreign government official and family transiting the United States
D-1, member of ship' s crew who can not change ships or employers
D-2, member of ship' s crew who may change ship' s or employers
I-185/586, Mexican or Canadian nationals with border crossing, cards
I-444, Mexican or Canadian nationals with border crossing cards
Q, international cultural exchange visitor
TWOV, transit without visa
WT, visa waiver pilot program for tourist
WB, visa waiver pilot program for business
An alien registration card issued by the United States Citizenship and Immigration Service. The name on the card shall be the same as the name used by the applicant on the driver license or identification card
Expired driver license?

Secondary proof of identification for any person
For original, renewal or replacement of a driver license or identification card, one of the following must be present:
- Any primary proof of identification listed above (as applicable to U.S. citizen, foreign national, or legal permanent resident alien) which is not used as the primary identification document of the applicant,
- For any person under the age of 18, an affidavit signed by the parent or legal guardian

Photo identification card issued by one of the following:
Oklahoma public, private, or parochial secondary school
Oklahoma institution of higher education
Oklahoma technology center school
Oklahoma employer - Oklahoma gun permit
- Pilot license
- Oklahoma lifetime hunting or fishing license
- Oklahoma voter identification card
- Social Security card
- Health insurance card
- Motor vehicle registration or title
- Marriage certificate
- Separation or divorce judgment
- High school, technology center school, college, or university diploma
- Professional degree, certificate, or license
- Deed or title to property in Oklahoma, including a burial plot deed
- Health, life, or home insurance policy issued to the applicant
- Automobile insurance policy or security verification form issued to the applicant
- A valid U.S.D.O.T. health card, as required by 49 C.F.R. Part 391
- Digital photograph comparison, if a Department-generated digital photograph is already on file with the Department
- An identification document issued by the United States Armed Services; one of the following:
Military discharge (DD-214), unless specified not to be used for identification
Military identification card
Military dependent identification card - United States Bureau of Indian Affairs identification card or a Oklahoma tribal photo
identification card which identifies the person and includes all the following information:
color photograph of the person
full legal name of the person
birth date of the person
signature of the person
signature of person who verifies records
tribal seal - Out-of-state driver license, if the issuing state participates in the REAL ID Act of 2005
